Has anybody ever tested them off a car to see the rate? If so how?

I have a set off a duster and the ones from my 66 wagon. Neither is under full load as the wagon is stripped and the others are off the car. I'm sure it would be piling weight on them, but I can't quite figure out a safe method.

My method is crude, but works fine for rough ideas. Best to do it on the car with the shocks removed.

Another good way off the car would be to use a hydraulic press with a reliable force gauge and compress by a known amount near the "in car" arch.
