Two reasons.

The P/S ratio is much taller than a normal manual steering box — the manual box is 16:1 while the standard-production M/S ratio is 24:1, so there's much less mechanical advantage of the input shaft (steering wheel) over the output shaft (pitman arm), making the wheel harder to turn. There was a 16:1 manual steering box offered for a few years as an option; it is very stiff especially at low speeds, and makes parking manoeuvrs a real chore.

Also, without power steering fluid flow, when you turn the wheel you're having to push the assist servos inside the P/S box, instead of their helping you turn the wheel. That adds resistance, and also makes for poor self-centring action. It also creates a great deal of free play in the steering wheel.

So no, a P/S box can not be "depowered" with satisfactory results. You wouldn't want to, anyhow; the P/S box is a whole lot bigger and heavier than the nonpower box.
