The 61 still has the Saginaw box and should be a 20:1 ratio.

Yep, 20:1 on the '60-'61 A-bodies. That is 4½ turns lock-to-lock.

So why did they change from a good 20:1 ratio to a poor 24:1 ?

:?: :? :(

My best guess would be so they could use one steering box in all cars big and small. C-bodies and B vans got a heavier duty box though.

Since vans and cars share steering boxes I put a '78 Dodge B-body power steering box in my '72 B300. The manual steering in the van wasn't too bad until you had to back up a trailer. It was my tow rig so I gave it power steering.
