I don't like the look of polished billet rims that so many places sell but they seem to be the only type of rims available for my Dak so I'm wondering if they could be covered in lower maintenance Powder Coating.

Sure just have your coater lightly blast the rims before he coats them. This will provide a good surface profile for the powder to adhere to.
