What would it take to get my 1974 slant rated at 105 HP back to the '71 and earlier 145hp rating? Is there really a 40 hp difference or is it just in the way they rated the Hp in '74?

Really its the way they were rated. However emissions didnt help either.

Thanks, I didn't think the emissions took all the 45hp from the old beast.

Big improvement that'll take you about 45 seconds: Bypass the OSAC valve. Run the distributor vacuum advance hose directly from the carburetor to the distributor with no stops in between.
