Federal Clean Air Act, Section 203:

(a) The following acts and the causing thereof are
prohibited-
(3)(A) for any person to remove or render inoperative any
device or element of design installed on or in a motor
vehicle or motor vehicle engine in compliance with regula-
tions under this title prior to its sale and delivery to the
ultimate purchaser, or for any person knowingly to remove or
render inoperative any such device or element of design
after such sale and delivery to the ultimate purchaser

This has been a really good exchange. I've enjoyed following it. I have to replace the gas tank and fuel line on a '74 Duster that will be used strictly for drag racing. I certainly do not want to create an unsafe situation by not running a return vent line. The thought of a vehicle fire while one of the kids in the youth group is racing the car down the track gives me great anxiety!
That being said, I would prefer to simplify the system and save the cost of two lines. SlantSixDan mentioned that you can remove the system safely. Could you please expand on that? I originally thought of just running a one way valve out of the top vent line in the tank, but I envisioned fuel vapors being released under the car where hot exhaust fumes are being sent and I figured that would not be a good idea. Could you please advise me on a safe way to remove the evap system? Thanks,

You don't know how glad I am to find this thread. I hope someone can please help me!!!

I have a 1984 Dodge D250 pickup and the carburetor split in half (cheap aluminum body). I decided to replace the stock setup with a super six intake manifold and a 2-barrel carb. (Don't have the carb model no. handy, but purchased it at Autozone). All I want is a simple, functioning setup whereby one presses the pedal and the engine goes faster. Unfortunately I have an ECC (variable spark advance) system to contend with.

How do I rip this ECC crap out and make the truck go? Is there a way to jump the circuit to the distrobutor so that it is stuck in some kind of default mode, or should I get a whole new distrib. off an older car??

BTW, emissions and laws do not concern me.

The GodsRods Duster will hopefully be ready for Bristol. I've been updating the car's progress in the racing section with a message titled "trying to get involved". I'm about to give another update right now.
The youth group part is really exciting. It's a great way to get the kids involved in something fun and teach them about cars. The main purpose, though, is to use the car as an outreach ministry for Jesus Christ. It's a great way to connect with people through a common interest in cars. Many of the people at race events may never hear of the good news.
