I have a really nice rear bumper on this Valiant and the only problem is that there is a high spot dent in the bumper above the license plate. Can you take a block of wood and hammer this back down or will it crack the chrome? The dent probably pulls that part of the bumper up an inch and a half or so.

Yes, I have. They make a tool for this very purpose, commonly called a "pogo stick". Ask around at old body shops that typically employ a graying old man called "Pops" and he'll know what you are talking about.

Put sudden bionic force on it and you're likely to mess up the chrome. Slow and stead is how I've done it (many years ago) and the metal won't stretch.
