Here is what I would do:
Add a mechanical oil pressure gauge or confirm that the oil pressure "idiot light" works, then start the engine, confirm that it is getting at least 15 psi of pressure. (the light goes off at 15 psi)

Remove the valve cover & pour a little oil over all the rocker arms if they look dry. Start the engine and inspect for oil flow at the rocker arms. double check the valve lash adjustment while you are waiting.

Recheck to be sure that you still have at least 15 psi of oil pressure after warm-up. If no oil comes out of the rocker arms after 2-3 minutes of operation, shut the engine off and remove the lower rear head bolt. Restart the engine to see if oil is getting past the cam and to the head bolt hole.

I forgot to mention that when I removed my oil filter I realized that my oil has a pretty strong gas odor. Not sure what to make of it? Related to my cranking over of the engine lately or an indication of another problem to deal with...

It maybe as a result of that if the choke was shut, or it could be the fuel pump has a leak in it's internals. It would be best to replace the oil.

I would be seriously suspicious of your fuel pump, as Fopar mentioned.
A bad one will squirt gas straight into the crankcase, thinning your oil quickly. Had that happen on 2 of my slants.

Guessing this one might be on me. Just remembered that the previous owner had clamped off a lot of the hoses leading to and from the carb - guessing that might be the cause. Choke is in the open position though.

Could the clamped off hoses have caused gas to get into the oil or not?

Well good news....

I enlisted the help of a local retired mechanic who has a ton of experience with these engines.

He says "what happens when you run it?"
I say "I've never run it, just cranked it over to see if I can get oil to come up."
He says "turn it on and let's see what happens"

vroom vroom goes the engine....

Runs it for like 5 minutes while tightening and loosening the rocker shaft bolts.

Presto! oil appears on the rockers!

I say: "cool!"

So just cranking the engine over was definitely not enough to get oil to the top of my engine. And having the experience (balls) to run it longer than I thought was okay to do was the key.

Oh, and the flooding problem I was having did not appear again, guess it was just from cranking over the engine too many times.
