i'm reassembling my front end using grade 8 bolts, washers and nuts from the hardware store. is it alright to have the bolts as they are in the picture? or should i reverse them? (i've noticed on several other cars that the bolt heads are on the lower ball joint and the threads with nuts are on the spindle side. as this is a crucial part of the suspension i want to make sure it's as safe as possible.

My feeling is that it doesn't matter which way, BUT you need to make sure the bolt ends or nuts don't hit anything when turning the wheel or over the range of suspension travel.

Cannot use those bolts. Interfere with lower control arm when turning (turn stops when head of bolt contacts arm). Has to be stock bolts with head on balljoint side.

Sure it's not the BJ nub hitting the LCA stop? On aftermarket BJs, I've had to grind that nub and/or the LCA stop to get full travel. Was not the (aftermarket) bolts.

if turned all the way, the nuts tap on the stops a bit too early.

I don't recall this problem, but am running Wilwood calipers. Time to bust out the angle grinder and make some clearance.
