Can the tailshaft bushing be changed in a a833 with out pulling the tailshaft housing?

Yes... but you need the correct tool to do that job with the trans still in the vehicle.

Where would one procure such a tool? The trans is out of the vehicle if that helps.

I would talk to some local transmission repair shops to see if they have this tool and if they would rent it out.
These also pop-up on ebag

Pulled mine out with a slide hammer with a hooked end on it in vehicle
