Well, today on the road to work, the driver side windshield wiper arm exploded. I believe these are ANCO replacement arms. The metal piece that holds the tension spring broke. I thought something big had hit the car, until I noticed the pieces laying next to the pivot point and on the front of the hood.

The car is 1965 Dart. What is the replacement matrix for these? Can later arms work?

'65-'66 A-body arms will be exact. Any '65 or later arms will go right on. On my (departed) '65, I put '70s arms and matching 14" blades for a larger wipe area.

This being said, are 1964 Windshield Wiper Arms different from 1965?
Can 1970 on arms & 14" blades be used on a 1964?

Yes, '64 is different. They use coarse splined ends that has a bolt that holds everything together. '65 and later use a fine splined end and is press fitted.

On my '65, I swiped the ones of our '73 Duster for a "temporary" fix.

The ANCO #41-03 adjustable wiper arms I found for the 64ragtop came with a cylindrical adapter with fine splines and a nut to hold it on the wiper pivot.
The wiper arms have the fine splines and are easily adjusted for length. Not original, or points correct, but functional!
