where does the wire in the hub of the steering column terminate?

Horn relay, but it goes through several junctions before it gets there. What vehicle?

It's a '63 Valiant /6. Out of nowhere, The horns started going off by themselves. I'm not sure what that wire does and I don't see it on the wiring diagram.

Could be your horn switch has failed, or the relay has failed, but the switch itself is more likely. If the wire grounds anywhere along its length the horns will sound.
