74 Plymouth Scamp 225 904, this is my buddies car.
I received a major basket case. This car was missing a ton of stuff, alternator, battery, batt. Cables, starter relay, alternator voltage regulator and many of the wires to hook them up, plus there is was many melted and deteriated wires. I have all the new and replacement wires in plus all the missing pieces. My problem now is trying to get the HEI conversion working. The car starts with its old electronic conversion but now I can't get it to start with the HEI. I have a couple questions.

With key on run position should I have power off positive and negative side of the coil? Test lights grounded to ALT Ground, and lights up if I touch the + or - sides of the ford E-Coil.

I have 12.4 volts that goes to the relay, 12.4 from relay to coil, 12.4 to left side of HEI module. But only 1.4 volts out of module to distributor. Is this right?
