I have a 62 Signet.

I have adjusted my rear brakes until they slightly 'drag' when I turn the rear drums. I then back-off about 10 turns at the adjuster so the wheels turn freely without any 'drag'.

When I adjust the hand brake cable one rear wheel will lock whilst the other rear wheel still rotates.

Why?

That's why. When adjusting drum brakes, I tighten the adjuster until there is slight drag, and leave it. I might go find a hill and back down it while repeatedly applying the brakes to let all the self-adjusters adjust themselves.

When adjusting drum brakes, you turn the adjustor until there's slight drag, then go in the car and apply the brakes firmly, then return to the wheel and turn the adjustor until there's slight drag, then go back in the car and apply the brakes firmly, etc. It'll take at least one back-and-forth for each wheel, usually more than one. It's because when you turn the adjustor, the shoes don't move symmetrically. Applying the brakes re-centres them.

Yeah guttah recenter the shoes until there is almost no free travel before they contact drums, hence slight drag. This insures (as much as drum brakes are capable) even stopping action between each wheel and minimal pulling or darting under hard braking. Best to also adjust the front drums at the same time. When drum brakes work properly they aren't half bad the first stop, but when out of adjustment hang on baby you're going to go somewhere un planed.

Parking brake may or may not equally take-up on both rear wheels; all depends on how free all cables are to move, and that goofy force splitter three way connection where single dash cable connects to rear cable to apply equal pull on left & right shoes is working.

One development or improvement I have seen in parking brake cable manufacture is the inner barring surface of outer cable sheath is now coated with some slippery plastic which greatly improves its serviceable life. Back in the day the outer sheath was flexible steal as now but no plastic liner, and if one did not use parking brake often in the salted road rust belt the damn cable would rust to its sheath and bind up once used and would not release, or just become one chunk of ferrous oxide resembling a fossil that would not budge.

Why?
Adjustment of the service brake (drum shoes/ star wheel) is critical to proper vehicle stopping, brake pedal height, AND to parking brake function. That being said, have you checked to see if both rear parking brake cables move freely? It's fairly common to have them rust up & seize.
