I am looking for "american racing torq thrust II" 16x8 rims for my 73 Scamp, does anyone know how to figure offset exactly or backspace or can you tell me what offset will look good. I have to go bigger to fit over the '78 Cordoba pin-type calipers

With an 8" rim, you'll want about 5" backspacing, although 4.5" should work with maybe a little fender lip trimming. Watch out because you might hit the upper ball joint with the rim, esp with more backspacing.
