The window seals (exterior) on my 68 Dart are completly gone. Rain flows
freely through the doors.

Are these seals as hard to replace as they appear to be?
And
Who sells these seals?

They are not especially difficult. You can get the bulk stock from several places, including JC Whitney and www.restorationspecialties.com.

Laysons has kits for several models, but they are expensive. If you order bulk material, be sure and get the clips too.

Beware of buying these parts from Legendary Interiors. They are packaged in such a way as to damage the "cat whisker" material. I had to get two sets for my 64 Barracuda just to get enough good pieces. I have to send the others back.
