The process used originally is called ALZAK, trade name "Brite Dip", and it is a kind of anodising. For restoration of parts originally so finished, consult with eBay seller = anobrite or check with

If the part is not dented, but just dull, you can actually polish the anodizing on it. I did this to my 64 Dart grille. Took some elbow grease, 000 or finer steel wool, and I can't remember but I think I used Simichrome polish.

Didn't Mopar rubber parts guru Gary Goers offer a grille restoration service in his catalog? He might be retired, I haven't heard about him in a while.
