Over the past couple of days I've researched and read every scrap of information I could gather on the topic of PCV valves and air breathers. Am I correct in thinking that the breather on the valve cover is where fresh air is drawn into the motor, and the PCV valve is the exit point from the engine? The reason I am confused is the air breather also has a hose plumbed to the air filter thereby drawing air which would further pass through the carb, exhaust, etc. Why the extra hose to the air cleaner?

i always though it was for emmission to filter and burn excess vopor but it doesnt see vac pressure like pvc does

Oh, you've got the books? Terrific. If it's still unclear after hitting the thread I linked to above, then take a read through the emission control section of the Peterson book. It has a very detailed explanation of PCV systems, with pictures and diagrams.
