Yes, the car is dangerously rusted in its present condition, though there are repair parts available to fix the rusted-out torsion bar anchors. I see you live in San Francisco. From experience, I know it is very difficult when one lives in such a perfect climate to resist mocking the utterly mockworthy situation of those of us who live in car-hostile climates.
