The horn button on my 63 Dart is loose. How do I tighten it? or remove it?

It just pries off the horn ring. Use a craft stick or a screwdriver without sharp edges (or a credit card) to avoid marring the plastic button. If it's no longer a tight fit in the horn ring, replace its rubber O-ring or shim it with a piece of paper.

does it have the spring under the horn ring like it should have, or is the spring weak or broken.

Ah, OK. To remove the whole horn ring, pry off the centre button as described, remove the horn ground wire from the horn switch, remove the three philips-head screws and lift the horn ring carefully off the steering wheel, making sure not to lose the three plastic bushings that go between the philips head screws and the horn ring body.

Ok, so in theory, when I take off the cover, I should be able to tighten the horn ring down?

OK, today I took the cover off with a credit card, as said above, and tightened the horn ring. 2 of the screws were loose.
