i want to change my 9" drum brakes on my 69 dart to 10" drums.is there any modifaction other than the brake shoes? or do i have to get the complete inter springs and adjusters also.any help would be appreciated.

you have to change at least the spindle and backing plate, probably everything, if youre going to that much trouble, why mess with just drums? search on here and youll find lots about disc brake conversions, (either aftermarket kits or later model parts on older a bodies) check out the brake and suspension forum, lots of good info there (including recent questions ive asked about my 67 dart which would be applicable to your 69) and would be a better place to look then the racing q&a, welcome to the forum!
