Is the splined shaft for the steering column coupling a different diameter between manual and power steering? I know the power steering shaft is 1" shorter than a manual shaft but is the coupling spline on the box also smaller?

Yes,
The coupling spline is bigger on the manual steering Box. The shafts (power or manual) will accept either coupler.
