I am hoping to be able to use this earlier air breather on my later engine. Cleaning it out with brake cleaner is all I have done in the past. Do you guys agree with this? Do these things ever go bad?

I think it is just a can filled with expanded metal gauze with two openings. Cleaning in solvent of some type should work well.

Dropping it into a small metal bucket full of xylene or Tolulene for a few day soak will soften up the crud, then hose it out in a part cleaner if you have one.
