I am installing a new headlight switch on my 63 Valiant, and I am wondering:
Why is there a ground tab riveted to the rear end of the metal frame?

I am tempted to add a ground wire here, because you can't have too many redundant ground wires, but what is it for?

Generally it is for the dome light. You know, when you rotate the switch all the way in one direction the dome light comes on? Domes usually (in the older stuff) run to ground. With a clean metal dash there is no need for an extra ground.
