I have a starter motor relay on the firewall of my 62 Valiant (not the type on the top of the starter motor).

What is the purpose of the felt pad (about 1/4 inch diameter) on the outside body of the relay?

The only thing I can think of is an air filter to keep dirt out of the insides, but let air flow in and out depending on air temp and pressure.
