The slant block has 2 cast nubs near the deck surface on the driver side of the block
Can they be cut off ? Not a question of actual performance gain more to satisfy my OCD LOL

Yes I always cut them off. They can interfere with some gaskets and cause sealing issues. Cox Brothers Type gasket for one.

Those lugs are called transfer lugs. They are there to give a place for the mechanism that moved the bock from station to station as it was being machined a place to grab the block.
Once the original machining operations were done the lugs served no other purpose.
