On the header flange, does it have to be a stainless steel or will regular steel flat stock work?

You can build a header out of mild steel, but it needs to be *thick* to prevent cracking. It will also be heavy. If you can weld stainless, do that instead. It doesn't have to be thick and will much lighter.
