what would cause chrome to peel off a bumper besides rust?

Some sort of acid, or if the chrome wasn't applied in the right conditions perhaps.

Be carefull where you get your recromeing done more and more areas are banned by local pollution restrictions from plateting with copper under the cromeium its the copper layer that provides a good bond for the crome, check your local EPA regulations conserning "Copper Plating" Bruce Johnson
