No, it is not an overhead cam. The single cam is in the block.
That sounds like it has been "hot-wired" and/or hacked to put in some electronics - and that box is fried! Check the ignition switch and associated wiring carefully. You may have to rebuild the ignition system.

Very good photos! Those will help. Already, we can see issues with the carburetor, throttle return spring, vacuum lines ... But nothing that can't be repaired.

The wiring is not my work, I havent done anything on this van yet except for pulling out the regulator and taken some pictures :p
