Hey everyone i know this is a slant forum but i couldn't find an answer anywhere else and i knew someone on here could help.
Anyways i was gonna do a tune-up on my girlfriend's '03 Neon (or SX 2.0, whatever you want to call it), and i figured on changing the plugs, air filter, wires, oil, oil filter, maybe a coolant and transmission flush, and probably the PCV valve depending on what condition it was in. Now i know on my '62 i would change the fuel filter too if i was gonna do a tune up, but i heard that the fuel filters are in the tank on these cars, so do they need to be changed/do i need to drop the tank or use special tools? If so i'm probably better off taking it to a dealer.

Well as with any car, some type of service manual would likely be a wise investment, and in that you will find the location for the fuel filter.
They are usually underneath near the tank or low on the firewall, additionally what you will find is that there is a pre-pump filter or "strainer" in the tank. This strainer only requires service if the pump is replaced.

I am not sure on the 03 neon, but many cars/trucks, are going to the complete fuel pump/pressure regulator/filter module in the tank.

I think the neon is still external near the tank. Ask NAPA to see the filter, by looking as it you should be able to tell if it looks like its external. On an 03 you may need a special disconnect tool. You should be able to get it from "loan a tool" at the parts store. They are not expensive to buy either.

My Mitchell labor guide calls for 0.5 hours to change the filter/regulator assembly on all 1997-2005 neons. They call for 1.1 hours to R&R the tank, so it has got to be external.
