Subsection 3, yes. Subsection 1, no. Subsection 3 applies to car less than 25 years old but subsection has no such limiting language. Subsection one is universal in application: "Every motor vehicle shall at all times be equipped with a muffler in good working order and in constant operation to prevent excessive or unusual noise."

Reading section 1 and 3 together, the law is vehicles newer than 25 years old cannot have the exhaust systems modified to amplify or increase the noise emitted by the engine to make it louder than it was stock. And it is unlawful to drive such a vehicle modified in such a manner. Since section 3 applies only to vehicles less than 25 years old, one may modify the exhaust and muffler system on vehicles older than 25 years of age, but even when modified the older vehicles must be equipped with a muffler in good working order that is in constant operation and which does not make excessive or unusual noise.

I guess those Harleys that shake the roof and and rattle the windows are exempt? :lol: :lol: No offfense meant to any hog owners. I just know that 95% of them are louder than most modified cars by a wide margin. :lol: :lol:

Me, too. I am not a fan of loud vehicles.

Motorcycle exhaust is governed by a different statute in Washington.

RCW 46.37.537. Motorcycles--Exhaust system

No person shall modify the exhaust system of a motorcycle in a manner which will amplify or increase the noise emitted by the engine of such vehicle above that emitted by the muffler originally installed on the vehicle, and it shall be unlawful for any person to operate a motorcycle not equipped as required by this section, or which has been amplified as prohibited by this section.


So motorcycles can never be louder, legally, than when they were new. Again, anything is legal until you get caught. Also, there may be further restrictions based on county codes or the laws of the state/county you live in.

I guess we should be glad that the local cops are focusing on "serious" crimes instead of traffic offenses. like loud mufflers.

Yes, absolutely. Then again, there are lots of cops out there looking to get revenue for their city/county by issuing citations and tickets which lead to fines and fees.
