What color door panel is this? Trying to restore it. Should i put a base coat on it as well? Anyone recommend what paint to use.

If you are talking about the plastic door panel, one trick you can try to get the original color back is to use a heat gun to carefully heat up the plastic. Just don't get it so hot that it melts. By heating up the plastic the original dye is drawn back to the surface. Of course, that plastic is very susceptible to UV degradation due to exposure to sunlight, so I favor making new panels covered in fabric. Plus fabric just feels nicer than plastic.

Fabric or vinyl what? Your door panel is plastic. The handle is vinyl. The arm rest is supposed to be vinyl and you cna purchase reproductions.

Someone prior to my ownership painted the door panels in my 85 D150 with I don't know what. It's all "fish eyed" paint job looks like the surface of a golf ball /// I've been looking for replacements but jeez I can't believe how hard they are turning out to find, nor the crazy asking prices when I do.

As stupid as it sounds aerosol Plasti-dip works really nicely. Get it very clean and scuff it up some with a good stuff brush. There used to be a decent color selection of canned plastidip including clear gloss, but lately I only see black cans. On flat clean surfaces it leaves a slightly pebbly grippy texture that should work decently with the original texture of the door panel.

At the beginning of 2020 I painted the front bumper of my daily driver crv with white and black plasti dip. It had faded to an ugly gray and that spray rubber took years off of the appearance. The stuff has held up to my daily driving nicely on the front of the car, I have same stuff on the wheels and it hasn't peeled or flaked yet. The only issue after 5 years is the white top half of the bumper looks real dingy and I am afraid to really scrub on it to make it clean. Since they no longer carry white locally I don't want to tear it up.
